Moroccans Face Hurdles in ID Card Renewal Process, Lawmaker Reports

The deputy of the Party of Progress and Socialism (PPS), Hassan Oumribte, questioned the government about the difficulties encountered by many Moroccans who have different places of work and residence in obtaining a certificate of residence from the police services in order to renew their national identity cards.

"Many citizens nationwide are facing great difficulties in obtaining a certificate of residence from the police prefecture services, which prevents the renewal of their national identity cards," revealed the parliamentarian in a written question addressed to the Minister of the Interior, Abdelouafi Laftit.

The Moroccans facing this situation are civil servants in the national education, higher education and health sectors and "have only one residence nationwide," explains Oumribte, adding that the persons concerned are forced to commute daily or weekly between their places of work and their residences" to obtain this document necessary for the issuance of the national identity card.

The PPS deputy denounces the fact that "the police services refuse to issue a certificate of residence to the persons concerned on the pretext of the non-concordance between the place of work and the place of residence," considering these refusals as a violation of Article 24 of the Constitution which guarantees every citizen the right to choose his place of residence or domicile throughout the national territory.

According to the parliamentarian, this civil right cannot be "restricted or confiscated under any pretext." This is why he asks the Minister of the Interior what "measures he intends to put in place to simplify the procedure for obtaining the certificate of residence issued by the police prefectures for the benefit of citizens working in areas where they do not reside."
