Moroccan Town Struggles to Enforce Ban on Animal-Drawn Carts

The urban commune of Had Soualem under the prefecture of the province of Berrechid is struggling to get rid of carts pulled by mules, donkeys and horses, as well as stray dogs.
The phenomenon of carts pulled by mules, donkeys and horses, as well as stray dogs, persists in the two constituencies of Had Soualem, despite decisions banning their circulation. Citizens observe the presence of draft animals within the residential neighborhoods in the first constituency of this commune, particularly around the large taxi station, reports Kech24, specifying that there is a massive presence of carts pulled by mules, donkeys and horses, as well as stray dogs, particularly in the center of Had Soualem, the true beating heart of the city.
A finding that contrasts with the statements of local officials that the implementation of the regulatory decision had begun, in particular by the collection of unsupervised stray animals and the prohibition of the circulation of carts pulled by animals. Similarly, the practice of livestock and draft animal breeding continues within this commune.
This phenomenon is detrimental to the image of the commune of Had Soualem, which aspires to become a true urban commune.
