Moroccan Student Could Lose Place at French Engineering School as Visa Appeal Stalls
Admitted to CY Tech for the 2026 academic year, a young Moroccan must join the school by Monday, September 28, at the latest. But the French consulate in Rabat has refused him a visa, and a court has just rejected his emergency request to suspend the decision.
Born in 2007, the young Moroccan was due to join CY Tech’s engineering Grande École program. His admission was confirmed, but his departure depended on obtaining a French long-stay student visa.

On September 1, the French consular authority in Rabat rejected his application. It considered that the information provided to justify “the purpose and conditions of the planned stay” was incomplete or unreliable, according to the order issued on September 23 by the Nantes Administrative Court.
The applicant filed an appeal with the commission responsible for reviewing challenges to visa refusals on September 10. Five days later, without waiting for its response, he asked the urgent applications judge to suspend the consulate’s decision and require a fresh review of his file within 48 hours.
CY Tech granted him an exceptional extension to join his program. That extension expires this Monday, September 28. After that date, his admission for the 2026 academic year must be canceled.
Court rejects urgency, but not arguments against the consulate
Before the court, the young man cited expenses already incurred, the loss of an academic year and the consequences of the refusal for his career plans.
The judge nevertheless rejected his request. The judge did not rule on the reliability of his application or the legality of the consulate’s refusal. The court considered only that the applicant had not shown a sufficiently exceptional urgency to warrant judicial intervention before the appeals commission makes its decision.
The court noted in particular that it had not been established that the Moroccan would be unable to pursue studies in Morocco or obtain a deferral of his admission to a future academic year. A student visa is not a right.

The commission is still considering the appeal filed on September 10. If it does not respond within two months, the appeal will be implicitly rejected on November 10. For CY Tech, however, the extension granted to the young Moroccan expires today.
