Moroccan Highway Authority Faces Legal Backlash Over Stray Animal Accidents

The National Motorway Company of Morocco (ADM) has been repeatedly condemned for negligence in road maintenance and user protection. Court decisions that follow accidents caused by stray animals, questioning the management of safety on the Moroccan motorway network.
The Court of First Instance in Tangier recently ordered ADM to pay compensation of 154,576.22 dirhams to the victims of an accident that occurred on November 13, 2020 on the highway connecting Rabat to Tangier after a stray dog entered the roadway. According to the technical and medical reports, a failure of the safety fences is the main cause of the accident. The compensation covers both material and physical damages.
In December 2024, ADM had been sentenced by the Court of First Instance in Rabat to pay 60,000 dirhams to the victims of an accident that occurred on the highway between Rabat and Kénitra. The Administrative Court of Casablanca also ordered the company to pay 32,300 dirhams to a motorist who collided with a donkey with his car. The cause of the accident, a lack of fence maintenance.
ADM is fully responsible for the safety of users, confirms a lawyer at the Settat bar, calling for a review of the limits of ADM’s liability in the face of the multiplication of dangers, including the entry of stray animals on the roads.
