Moroccan Expats Demand Transparency in Condo Management Amid Widespread Complaints

The numerous complaints from Moroccans residing abroad (MREs) and non-resident co-owners have revealed a lack of transparency in the management of homeowners’ associations in collective residences.

Hassan, a businessman from Casablanca, owner of an apartment in a tourist complex in M’diq, confirms that the management of the syndicate lacked transparency and professionalism. In a statement to Akhbarona, he confided that this body has repeatedly refused to provide information on the accounts or to involve the residents in the decisions. He denounced the fact that several tasks are concentrated in the hands of a single person (security, cleaning, gardening, maintenance, mediation in conflicts) within the syndicate, while specialized companies have proven their effectiveness in the management of other residences.

Saïd, an agricultural investor from Larache, has deplored the quality of the services provided at the residences, which did not reflect the amount of annual revenue that can reach more than 2 million dirhams. According to him, the syndicate was only focused on collecting contributions, paying little attention to communication and the production of periodic reports. Saïd also criticized the unilateral decision-making of the syndicate, as well as the maneuvers aimed at circumventing the law, particularly with regard to the legal quorum during general meetings, where a second meeting is sometimes hastily held, without taking into account the constraints of co-owners residing abroad.

Faced with these irregularities, the stakeholders are calling for the services of specialized companies, capable of managing the condominiums in a professional manner. This option is interesting in the sense that it allows to control the performance of the company and to demand an improvement in the quality of the services, supported Mohamed B., director of a real estate management company. A lawyer at the Casablanca bar confirms that Moroccan legislation authorizes the appointment of a natural or legal person outside the condominium, as a syndic of the homeowners’ association. This choice will have to be validated at a general meeting, he specified.
