Moroccan Expat Alleges Discrimination by Local Official in Al Hoceima Province

A Moroccan residing in the Netherlands has decided to file a complaint against the president of the commune of Imzouren, in the province of Al Hoceima, who allegedly humiliated him by refusing to provide water and electricity services for his house.
Is the president of the commune of Imzouren trampling on the directives of King Mohammed VI regarding the simplification of administrative procedures for Moroccans residing abroad (MREs)? A Moroccan citizen residing in the Netherlands tells Rue20 that he has been a victim of humiliation and "hogra" (oppressive, unjust, contemptuous harassment of the powerless by the powerful, EDITOR’S NOTE) from the president of the communal council of Imzouren. According to him, the latter refused to provide water and electricity services for his house, even though he holds all the legal documents - the building permit and the certificate of conformity - and meets all the legal conditions.
The MRE’s parents also reside in the Netherlands and plan to spend the summer vacation in the house. Faced with this unjustified refusal, he has mandated a lawyer to take legal action against the president of the communal council of Imzouren, in the hope of prevailing.
