Moroccan Customs Clarifies Rules for Expats' Vehicle Transfers

Moroccan customs authorizes Moroccans residing abroad (MREs) to bring their vehicles into Morocco under the temporary admission (TA) regime. This customs regime allows the importation of a vehicle without paying customs duties, under certain conditions. However, beware: the rules are clear regarding the transfer of these vehicles.

It is possible to transfer a vehicle in TA to another non-resident person, even if they do not live in the same country as the transferor. For example, an MRE residing in France can transfer his vehicle to an American tourist.

This transfer is subject to strict conditions: the request must be made during the validity period of the TA (180 days), the new beneficiary must not have a vehicle in an irregular situation in Morocco and must not have already exhausted his right to temporary admission. The physical presence of the transferor and the transferee is required, unless the transfer is made in favor of the original owner of the vehicle.

As a reminder, temporary admission concerns passenger cars, light commercial vehicles, but also leisure vehicles such as mopeds, quads, jet skis and pleasure boats. It is granted for a period of 180 days, usable in one or more times.

It is important to note that the sale of a vehicle under TA to a Moroccan resident remains prohibited, unless the duties and taxes are paid. Similarly, the transfer of ownership cannot be carried out if the TA has been issued under a power of attorney.
