Moroccan Council Calls for Minister to Oversee Expatriate Affairs, Survey Reveals

Due to a weakness noted in the coordination between the institutions in charge of MRE affairs for the implementation of public policies and mechanisms dedicated to Moroccans of the World (MDM), the Economic, Social and Environmental Council (CESE) leans towards the appointment of a minister in charge of MRE.

The Economic, Social and Environmental Council (CESE) conducted a survey of 5,000 expatriate Moroccans which reveals "a weakness in the coordination between the institutions in charge of MRE affairs for the implementation of public policies and mechanisms dedicated to Moroccans of the World (MDM)". It also emerges from this survey that "the multitude of stakeholders in this circuit and the lack of monitoring and evaluation of strategies dedicated to MDM have led to the loss of time for reform," reports the Arabic-language daily Al Akhbar.

Based on these findings, the CESE issued an opinion entitled "Strengthening the intergenerational link between MDM and Morocco, opportunities and challenges". Ahmed Reda Chami, President of the CESE, advocated for the appointment of a delegate minister to the Ministry of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, to ensure renovated governance of public policies and mechanisms dedicated to Moroccans of the World (MDM).

Other recommendations: "transform the Hassan II Foundation for Moroccans Residing Abroad into a strategic public institution that will be the operator and operational arm for the deployment of the MDM strategy", create a high commission, chaired by the head of government and composed of the delegate minister in charge of MDM and other ministerial departments, to ensure the missions of arbitration and monitoring of strategies dedicated to MDM.
