It’s a mess": Emmanuel Macron lashes out at system penalizing Moroccan doctors
During a visit to Ariège, Emmanuel Macron strongly criticized the administrative obstacles hindering the integration of doctors with degrees from outside the European Union. Among these practitioners essential for addressing medical deserts, a significant proportion are Moroccan professionals.
On Monday, April 27, during an exchange with healthcare workers, the President of the Republic vehemently denounced the management of practitioners with degrees from outside the European Union (Padhue). He regrets that these professionals, exploited in the field, are forced to retake exams to obtain their permanent positions. "These are remarkable people we have working [...] and, when the time comes to make them permanent, we start from scratch all over again," he said irritably. The head of state directly pointed to the National Health Insurance Fund, accusing it of perpetuating this "mess" and slowing down regularizations for purely financial reasons, while criticizing the "madness of the French system."

This administrative rigidity heavily penalizes foreign staff, including Moroccan doctors who represent 7.4% of the 19,154 Padhue registered with the Medical Board as of January 1, 2025, according to statistics reported by Le Monde. Professionals with degrees from Morocco rank among the most represented nationalities, alongside Syria, Tunisia, and Algeria, the leading provider of these healthcare workers. Faced with this demographic reality essential to hospital operations, Emmanuel Macron severely criticized supporters of a diplomatic break with Algiers, advising them to confront this vital dependency "with all the crazy people who say we need to fall out with Algeria."
