Retired in Morocco: Tens of millions of euros per year paid by France
Nearly 60,000 retirees residing in Morocco receive a pension from the French general scheme. According to recent data, these annual payments represent 169 million euros, despite warnings from the authorities about the risks of fraud.
The National Old-Age Insurance Fund (CNAV) manages the files of 59,296 retirees established in Morocco. This public, composed of Moroccan, French and other nationalities, has worked in the private sector in France. At the end of last December, the annual amount paid to these beneficiaries amounted to 169 million euros. These residents receive their benefits either for their own career or as beneficiaries.

More than one million retirees live outside of France, or 7% of all members. A report from the Court of Auditors specifies that if half of these expatriates reside in Europe, the Maghreb concentrates a significant share of the workforce: Algeria hosts 31% of retirees living abroad, compared to 6% for Morocco. In total, 3.9 billion euros are transferred each year outside the French territory.

This financial management is subject to increased surveillance. The Court of Auditors has warned about the development of "fraudulent practices affecting retirement pensions paid outside of France, particularly in Morocco and Algeria". For the control body, these irregularities constitute a direct threat to "the sustainability of the social protection system". This finding requires increased vigilance on the verification of files managed internationally by the CNAV.
