King Mohammed VI Calls for Reform in Moroccan Civil Service Appointments

King Mohammed VI has urged the government to "carry out a thorough revision of the criteria and procedures for appointing to senior positions. This will, according to the Sovereign, encourage national skills to join the civil service and ultimately make it more attractive.
"The success of the economic recovery plan and the implementation of a new social contract require a real change in mentalities and a real change in the level of performance of public institutions," said Mohammed VI. His intervention took place in a speech addressed to Parliament, from the royal palace in Rabat. This speech comes on the occasion of the opening of the 1st session of the 5th legislative year of the 10th legislature. The sovereign nevertheless recalled that "regardless of its objectives, the success of any plan or project depends on the adoption of the principles of good governance and accountability."
The state institutions and public enterprises must indeed be examples and work as a lever of development and not as a brake. Thus, in view of the strategic importance of these institutions, the king urges "a substantial and balanced redefinition of the sector." In this regard, he wishes that the agency in charge of supervising state participations and monitoring their performance play a key role in this area.
The king also stated in his speech that facing this unprecedented health crisis and meeting these challenges "requires a general national mobilization and the pooling of all efforts." He thus calls on all the institutions and living forces of the Nation, and Parliament, to rise to the challenges of the current situation, to meet the expectations of the citizens.
"Indeed, in the fight for the interests of the homeland and the citizens, it is important to remember that, like responsibility, success must be shared, it is the business of all of us, each of us, or it is not," he stressed before affirming that he is convinced "that together and in solidarity at the social level, we will be able to meet this challenge."
