HACA Warns Moroccan TV Channel for Blurring Ads and Content in Ramadan Series

The High Authority for Audiovisual Communication (HACA) issues a formal warning to the National Broadcasting and Television Company (SNRT), denouncing the deception of the public and the broadcasting of media content exposing the public to undisclosed promotional advertising elements not distinct from fictional content.

It all started with regular monitoring of audiovisual programs. HACA says it found that the Al Aoula channel broadcast, during the last Ramadan month, a humorous series entitled "Saâdat Al Modir" (The Director’s Joy), whose episodes included: the mention of the name of the establishment sponsoring the series (the company Maroc Telecom), in a clear, repeated manner and outside the framework reserved for the presentation of the sponsoring establishment within the sponsored program, as well as a presentation of certain service and commercial offers proposed by the establishment sponsoring the series.

For the High Council of Audiovisual Communication, the deliberative body of the High Authority for Audiovisual Communication (HACA), the content presented did not respect the conditions framing the integration of sponsors’ names in programs, as stipulated in the SNRT’s specifications. The content contained elements of undeclared advertising, as defined in Law No. 77.03 relating to audiovisual communication, it believes, emphasizing an infringement of public rights.

During its plenary meeting on May 8, 2025, the High Council for Audiovisual Communication (CSCA) decided to issue a warning to the National Broadcasting and Television Company, with publication of the decision in the Official Bulletin.
