US Military Bases Spain Morocco NATO Strategy
As Donald Trump threatens to reconsider American military presence in Europe, Spain’s Rota and Morón bases return to the center of debate. A former Pentagon official dismisses the idea of simple replacement by Morocco.
Tensions between Washington and Madrid give particular importance to the Rota and Morón bases. These two installations, located in southern Spain, remain major support points for the United States in the Mediterranean, North Africa, and the Atlantic.

The debate was reignited by Donald Trump’s criticism of Spain and its NATO contribution. But for Jim Townsend, former U.S. Deputy Assistant Secretary of Defense for Europe and the Atlantic Alliance, closing these bases would not respond to military logic.
In an interview with El Debate, the former senior Pentagon official believes that Rota and Morón are "irreplaceable." A closure would, according to him, be a political decision, and even a "disastrous" one.
Morocco mentioned as alternative
Rota plays a central role in NATO’s anti-missile system. The base hosts American destroyers equipped with the Aegis system, capable of responding to air threats, ballistic missiles, or drones in the Mediterranean.
Morón serves another purpose: rapid projection toward Africa and the Middle East. This air base allows the United States to quickly deploy forces in case of crisis, particularly to protect American interests or intervene in situations of instability.
In this context, the question of a transfer to another country, such as Morocco, is raised. Jim Townsend, however, dismisses the idea of an equivalent alternative. For him, it is not merely a matter of geography, but also of trust, political stability, local acceptance, and decades of military cooperation with Spain.
The argument reassures Madrid: Morocco cannot be presented as a simple substitute for Rota and Morón. Spain remains a NATO member, has a long-standing military relationship with the United States, and offers a framework already integrated into Western defense architecture.

But this caution says something else. If Morocco is cited in the debate, it is because its geographical position, facing Spain and at the gates of Africa, counts increasingly in strategic calculations. Even dismissed by a former American official, the Moroccan option exists sufficiently to worry and push Spain to reassure itself.
