Morocco Imposes 24.88% Anti-Dumping Duty on U.S. PVC Imports

Since January 3, 2025, Morocco has applied a definitive anti-dumping duty on imports of PVC from the United States. This follows a joint order from the Ministries of Industry and Trade and Economy and Finance.
Morocco is protecting its local producers by applying a definitive anti-dumping duty of 24.88% on imports of polyvinyl chloride (PVC) from the United States. Effective January 3, 2025 for a period of 5 years, this measure is a response to dumping practices that have disrupted the market. It aims to maintain the competitiveness of the domestic industry against imports deemed abnormally cheap.
"In accordance with this new regulation, the amounts already collected under the provisional anti-dumping duty as well as the applicable VAT will now be considered final." However, exceptions are provided for certain imports, particularly those accompanied by an invoice validated by the Ministry of Industry. These imports will be exempt from the anti-dumping duty, which offers some flexibility for transactions deemed compliant with local standards.
To recall, the Customs and Indirect Taxes Administration (ADII) had already imposed a temporary anti-dumping duty of 5.5% on American PVC since February 1, 2024, following preliminary investigations. But an upward adjustment proved necessary. Hence, a reevaluation of the anti-dumping duty from 5.5% to 24.88%.
