Morocco Halts OECD Tax Data Sharing Agreement, Easing Concerns for Expats

While the issue of the automatic exchange of data on their bank accounts, shares and assets held in Morocco with the OECD is resurfacing, Nadia Fettah, Minister of Economy and Finance, has sought to reassure Moroccans living abroad (MRE).

Responding to a written question from MP Mohammed Al Mkhntar of the Popular Movement (MP) in Parliament, Nadia Fettah assured that the convention on the automatic exchange of tax data Morocco-OECD signed on June 25, 2019 "will not enter into force". However, she called on Moroccans residing abroad (MRE) "to declare their various income to the host countries, not by virtue of international conventions, but according to the systems followed in each country, which could require declarations of their accounts abroad," reports the daily Al Akhbar.

According to the minister’s explanations, this convention "does not concern real estate, but is limited to information relating to the financial accounts of non-resident persons for the purpose of exchanging them with the authorities of the host countries for tax purposes". She also returned to the exchange of personal data, recalling that they are protected according to the provisions of Article 214 of the General Tax Code (CGI), with the amendments made by Article 6 of the Finance Law 2020.

Previously, the Directorate General of Taxes (DGI) had formally denied the rumors that Morocco had provided foreign countries with data on bank accounts opened by Moroccans in the world in the country. In 2023, Mustapha Baïtas, spokesperson for the government of Aziz Akhannouch, had assured that no rights of MREs, wherever they are in the world, will be compromised.
