Morocco's Education System Faces Challenges: Report Highlights Grade Inflation and Resource Shortages

Grade inflation, a lack of adequate human resources, endemic corruption are among the ills plaguing the Moroccan education system. This is revealed by the latest report of the Moroccan Association for the Improvement of the Quality of Education (AMAQUEN) entitled "the quality of education and training in Morocco under the 2011 Constitution".

Abdennasser Naji, president of the association and author of this report, states that exam results are not an accurate indicator of students’ academic level, as results can be inflated and inconsistent due to differences between regions and schools. In this sense, he recommends the adoption of more unified national tests and compliance with international standards and reports as a first step towards improving this process.

The official points to a lack of future planning in the training and recruitment of future employees. According to the report, the priorities of the education system are poorly defined, as more time is devoted to the management, deployment and promotion of existing staff than to the qualifications required for the position. The in-service training received by system employees has also been deemed insufficient to bridge the gap between the requirements needed to improve the system and the reality on the ground.

The AMAQUEN report also reveals that a lack of administrative staff and insufficient requirements for teachers make most students who pass primary school unfit for higher levels. This problem generates another: the same students who go through the flawed system will themselves join the teaching and administrative staff in the future, which can lead to a lack of improvement. Human resources are the "main weakness of the Moroccan education system," the report notes.

Another evil undermining the Moroccan education system: endemic corruption. AMAQUEN has made strong recommendations to fight the phenomenon as a necessary step to improve the quality of education in the country.
