Morocco Cracks Down: Feeding Strays Now Illegal, Hefty Fines for Animal Lovers

The Moroccan government has just adopted a draft law prohibiting the feeding, housing or care of stray animals in public spaces. Offenders face heavy fines ranging from 1,500 to 3,000 dirhams.
In this text transmitted to Parliament and examined in committee on July 22, 2025, there is still ambiguity around the term "animals", leaving room for interpretation. As it stands, it is difficult to know whether the new law applies to both stray cats and dogs.
However, Article 44 of the draft is crystal clear on the sanctions imposed on those who violate this ban on caring for stray animals on the street, in common areas of buildings and in public places in general.
The text also provides for the creation of shelters to house and care for stray animals, as well as an electronic declaration system for individuals wishing to adopt a stray animal.
