Moroccan Spy M118 Linked to European Parliament Corruption Scandal

Mohamed Bellahrach, 59, from Nador, is the Moroccan spy who is said to be at the heart of the corruption scandal in the European Parliament of which Morocco is accused. At the Directorate General of Studies and Documentation (DGED), the Moroccan intelligence service, he is known by the code name M118.

Mohamed Bellahrach, identified as Bellarache, Belahrech or Belareh, is, according to the Belgian newspaper Le Soir, the "case officer" of a Moroccan diplomat nicknamed "The Giant", who was in contact with the former European deputy Pier Antonio Panzeri alias "the Brain", arrested in December as part of an investigation into the corruption scandal shaking the European Parliament. The socialist is indicted for "membership in a criminal organization", "money laundering" and "corruption", reports JDD. Morocco, for its part, is accused of corruption and interference in European affairs. Accusations it rejects.

Mohamed Bellahrach, the "James Bond of Nador", was in France in early 2016, the year the country was rocked by a series of terrorist attacks. He is said to have managed to deliver to the kingdom nearly 200 "S files" (for "threat to state security") on Moroccans linked to the Islamist movement, thanks to the police captain, Charles D., stationed at Orly airport (Val-de-Marne), and the intermediary of Driss A., a Franco-Moroccan, the boss of a private security company, in charge of monitoring passengers and luggage at this airport. In exchange, the police officer would have benefited from three all-expenses-paid trips to Morocco and a payment of a few thousand euros.

Charles D. was placed in pre-trial detention for eight months and then dismissed from the police. The judge in charge of the case in Créteil wants to know the true identity of the Moroccan spy. M118 is not unknown to the French services. He is on the "S" list and monitored as a "foreign agent". As the "concubine of a French woman", Nathalie Évelyne B, he holds a residence permit issued by the Bas-Rhin prefecture on December 21, 2010 and valid for ten years. Wanted for "corruption" and "receiving stolen goods from the violation of professional secrecy", an arrest warrant was issued against him on February 13, 2018.

Inspectors from the General Inspectorate of the National Police (IGPN) went to his Alsatian home to arrest him, but instead found a certain Fouad D., who told them that "Mohamed Bellahrach is an old friend" and that he is "an agent of the Moroccan Ministry of the Interior". Fouad D. was the manager of an SCI that was in charge of overseeing the construction of the Grand Mosque of Strasbourg, partly financed by Morocco. Information that apparently escaped the investigators.
