Moroccan Shoppers Face VAT Refund Hurdles: EU Tax Rights Violated at French Customs

Moroccans traveling to Europe with a Schengen visa during the summer contribute greatly to local economies through their purchases. But they are faced with a harsh reality when it’s time to leave: the refund of the value-added tax (VAT).

According to the tax rules of the European Union, any non-resident of the European Union is entitled to a refund of the VAT on purchases made during their stay, if and only if these purchases have reached a minimum amount per store, if the exit from the European territory was made within the set deadlines, and if the forms have been validated by the customs services of the last country of departure from the Schengen area.

Recently, a Moroccan was turned away by customs at the Paris airport. He had legally entered Europe through France with a visa issued by the French consulate, then went to Italy and Spain, before returning to Paris to take his return flight to Casablanca. But after presenting his properly completed tax refund forms, the invoices and the purchased items, the French customs officers refused to stamp the procedure, reports Alyaoum24.

The case of this Moroccan reveals a blatant violation of the tax rights of travelers by the customs services, and also denotes a lack of respect for foreign visitors from partner countries of France such as Morocco. Some see it as an injustice, even a humiliation. They call on the French embassy in Rabat to take up this issue to remind the French customs services that the application of tax rules to non-EU travelers is not optional.

If these EU texts are not respected in France, Moroccan travelers could turn to other European destinations that are more rigorous and respectful of their rights for their purchases.
