Moroccan Immigrant’s Dream Home Plans Threatened by New Urban Zoning Rules

While he dreams of one day building on the land he acquired in 2009 in Bizancourt (department of Oise), a Moroccan residing in France does not know if he will still be able to realize his project. The new local urban plan tends to dash his dream.
Abderrahim Bissam is full of uncertainties. His project to build on his 7,000 square meter plot in Bizancourt, located in the Ruelle du Jardin René, between houses and farmland in Avrechy, is struggling to materialize. "It was fenced, had trees... It was exactly what I wanted. I knew it was not buildable at the time. But the mayor at the time, Gérard Quesnel, had talked to me about the revision of the PLU and hinted that within a year my land would be buildable," this father of a family, a mechanic in Nogent-sur-Oise, confides to Oise Hebdo.
After concluding the acquisition for around 18,000 euros in 2010, he filed a request for revision concerning his land. The PLU revision project had just been initiated. "The response was negative," he recalls. Meetings with the former mayor did not help. "He explained to me that he wanted to put several hectares
