Moroccan Government Reveals Widespread Tax Evasion Among Lawyers

Faced with the controversy over the taxation of lawyers, announced in the 2023 Finance Bill, the government has revealed worrying figures on tax evasion observed within this liberal profession.

These statistics were provided to the House of Advisors by the Delegate Minister in charge of the Budget, Fouzi Lekjaa, who denounced nearly half of the practicing lawyers in Morocco. "The lawyers registered with the tax administration amount to 8,837, while the number of lawyers in the country is around 16,000," he said.

In this batch, "the number of lawyers who declare their income to the tax administration is only 6,600 and the number of those who contribute to the tax is 5,788," he added, specifying that 90% of the lawyers who contribute to the payment of taxes pay less than 10,000 dirhams per year.

"But what are these people looking for exactly?" wondered the minister, "knowing that there are about 66,000 employees in Morocco whose income tax is deducted at source and before they receive their salary, in addition to the fact that retirees pay income tax twice: during their work and even after their retirement," he hammered.

Recall that as soon as this measure contained in the 2023 Finance Bill was announced, the Association of Moroccan Bar Associations had declared a national strike, on November 8 and 9 with a sit-in in front of the parliament. This movement was extended until November 11 by the Casablanca Bar Association.
