The Moroccan customs will have succeeded in a good operation in 2019. According to L’Économiste, the customs institution has accumulated 103.7 billion dirhams in revenue. "Customs declarations have increased by 8%, reaching 1.15 million; the goods inspection rate is 16%, while the average clearance time does not exceed 6 hours," the media reports.
However, this time, which does not take into account the controls of the National Office of Sanitary Safety of Food Products (ONSSA), let alone those of the Ministry of Commerce and Industry, is not respected, the same source observes. To remedy this situation, the implementation of an index to monitor clearance times is planned.
On another note, customs intends to rely on the "Tijara 2020" federation so that it can play the role of facilitator in the disputes that oppose it to operators. It should be noted that out of the 30,000 to 40,000 disputes processed each year, barely 70% are settled amicably. The rest unfortunately end up in court.
While the customs authorities are considering "resorting to the advance ruling mechanism" to "reduce disputes," they are embarking on the continued digitization of documents. But also, in the fight against smuggling, which is so successful for customs.
