Maroc Telecom Subsidiary in Togo Fined $1 Million for Network Disruptions

Nearly 10 million dirhams, that’s the fine imposed on Moov Africa Togo, following a procedure opened in October 2020 against it by the Regulatory Authority for Electronic Communications and Posts (ARCEP). The Maroc Telecom subsidiary is accused of having failed in its obligations.
"Serious and persistent breaches of its obligation to permanently and continuously provide its electronic communications networks and services," this is the grievance against the mobile operator, reports Togo First, citing a source close to the operator. According to Michel Yaovi Galley, the Director General of the regulatory institution, various disruptions were observed on the operator’s networks during the months of June to September 2020 and March to April 2021, leading him to demand an exemplary sanction against Moov Africa Togo.
These disruptions are due to prolonged power cuts by CEET, the sectioning of their cables by Togo Telecom and the companies in charge of public works, defended the representatives of Moov Africa Togo, led by the CEO Abdellah Tabhiret. Showing the good faith of his company, he reported the 113 billion CFA francs invested by Moov Africa Togo in improving the quality of service. In other words, the faults attributed to the operator are "exogenous factors". An argument that was insufficient and could not convince the judge to absolve Moov Africa Togo.
