Morocco Unveils Plan to Boost Affordable Housing and Lower Rents

Adib Ben Ibrahim, Secretary of State for Housing, presented his department’s orientations to try to facilitate Moroccans’ access to housing. The observation of high rents, in addition to purchase prices, has led the ministry to initiate a specific study. This study focuses on the feasibility of creating a housing stock intended for rental, with rents set at a level lower than current market conditions.

The stated ambition is to deploy these future residential units throughout the Moroccan territory. The management of this rental stock would be entrusted to a public structure, with the aim of ensuring citizens access to housing for a long period and under more affordable financial conditions.

Among the concrete approaches considered, the Secretary of State detailed a specific option: "the idea of the project is based on the acquisition of housing in old medinas and their rehabilitation for long-term rental, while reserving part of the rent for savings, in order to allow the tenant to subsequently acquire their own property". This mechanism thus combines rental offer and progressive assistance for home ownership.

Adib Ben Ibrahim also recalled the structuring role of the rental sector for the economic dynamism of the kingdom’s cities, emphasizing the interest in developing this offer.
