Germany is increasingly turning to skilled workers trained in Morocco
Nearly 2,500 professional qualifications obtained in Morocco were submitted for recognition in Germany in 2025. Their number jumped by 45% in one year, driven in particular by jobs in electronics and the automotive industry.
Morocco now ranks among the top ten countries where candidates who apply to have their qualifications recognized in Germany were trained. In 2025, nearly 2,500 applications concerned degrees and training completed in the kingdom, compared with around 1,700 a year earlier, according to new data from the Federal Institute for Vocational Education and Training (BIBB).

The increase from Morocco far exceeds that recorded for foreign qualifications as a whole. Around 76,200 new applications were filed in 2025 for occupations governed by German federal law, up 7% in one year. Their number has nearly doubled since 2020.
Applications from Morocco also stand out for the occupations involved. Nearly half concern non-regulated occupations, and seven of the ten most represented occupations fall into this category. The BIBB cites, in particular, electronics technicians specializing in automation technology and automotive mechatronics technicians.
In these occupations, recognition is not required to work in Germany. However, it allows employers to compare a Moroccan qualification with its German equivalent and more easily determine the candidate’s skill level.
Sixty Moroccan advisers trained
This surge accompanies the expansion of skilled-worker recruitment between the two countries. Under the THAMM Plus program, the BIBB and the German development agency GIZ prepare candidates before their departure, particularly on recognition procedures, language requirements and career prospects.
In 2024, 60 ANAPEC staff members were trained in the new German rules on skilled immigration and the recognition of foreign qualifications. Since December 2025, cooperation between the BIBB and THAMM Plus has been based on a new agreement running until March 2027.
Germany has also relaxed the conditions for foreign skilled workers to access its labor market. Moroccan candidates can now begin the recognition process from Morocco, with support from organizations responsible for employment and vocational training.

Across all countries, 44% of procedures completed in Germany in 2025 resulted in full recognition of the qualification. A compensatory measure, such as additional training or an examination, was prescribed in 45% of cases. Fewer than 2% ended in refusal.
