French Police Captain and Moroccan Agent Charged in Sensitive File Trafficking Scheme

A Moroccan intelligence service agent, a captain of the Orly border police, his wife, a private security manager are being prosecuted for trafficking in S-files.
The investigation started following an anonymous denunciation recorded by the IGPN in July 2016. On July 30, a police captain named Charles D., his wife, the boss of a security company in charge of passenger screening at Orly, and Mohamed B., a Moroccan intelligence service agent, were referred to the criminal court for trafficking in S-files, reports Le Parisien. A fifth defendant was acquitted. The judge declared a dismissal.
Moroccan Driss A., head of the local branch of the security company managing the "filtrations" at Orly West, put Charles D., head of the PAF Orly information unit, in touch with Mohamed B. alias M118. The police captain transmitted "between 100 and 200 confidential intelligence files" concerning individuals transiting through Orly to Morocco. He also handed over "green badges" to the two Moroccans to transit passengers, including an S-listed person for radicalization and a Moroccan who had been denied a visa by France, through Orly without going through border controls.
At the bar, Driss A. told the judges that he had acted "for the common good" and had contributed "to saving lives." However, 27 PAF notes summarizing the passage or meetings in Orly of Algerian and Moroccan personalities found in his office have incriminated him. As for Charles D., he explained that he had acted in the interest of France. An argument that does not convince the judges who note that he "is not part of a state service whose specific mission is the fight against terrorism". Moreover, he did not inform his actions. The police officer and his wife even took luxurious vacations in Morocco accompanied by Driss A. and his girlfriend.
Driss A and Charles D. were placed under judicial supervision in March 2018. The police captain’s wife, on the other hand, is being prosecuted for theft. This nursing assistant was stealing drugs from the pharmacy of the Draveil (Essonne) hospital where she worked. She was handing these drugs over to her husband, destined for Morocco via Royal Air Maroc. Investigators discovered that the real drugs were masking the S-files handed over, codenamed in this way, the same source specifies. An arrest warrant has been issued against Mohamed B., still at large.
