These concerns are based on incidents already observed after certain Morocco matches. In Saint-Denis, France, tensions were reported following Morocco’s victory against Canada. In the Netherlands, the evening also spiraled out of control in several cities.

In The Hague, riot police had to intervene with water cannons. Twenty-nine people were arrested and two police officers as well as a traffic officer were injured. Additional arrests also took place in Rotterdam, Leiden, Utrecht, and Tilburg.

A police force sometimes deliberately cautious

In the Netherlands, Sander van der Hulle, head of the mobile unit, explained to Telegraaf that law enforcement sometimes chooses not to intervene immediately to avoid escalation. According to him, intervention in certain neighborhoods can provoke more violence, with broken windows or burned cars.

He stands by this strategy of restraint in cases deemed minor. "As soon as the law is applied, war breaks out," he stated, to summarize the difficulty of intervening without worsening the situation.

This approach could inspire other law enforcement operations, particularly in France, where the match against Morocco is especially sensitive. The final decision will depend, however, on local authorities responsible for coordinating operations.

The challenge will be to avoid disturbances without turning celebrations into confrontations. The vast majority of supporters gather to celebrate victories, but a few groups can be enough to turn an evening upside down.
