France Introduces Mandatory Travel Certificates for Foreign Arrivals Amid COVID-19 Outbreak

Any foreign traveler will now have to present a certificate before entering French territory. The measure, which came into effect yesterday, Wednesday, April 8, 2020, is part of the decisions taken by France to limit the spread of the coronavirus on its territory.
The Ministry of the Interior has thus posted three different certificates on its website. The first for travel from abroad to metropolitan France, the second for travel from abroad to an overseas community, and the third for travel from metropolitan France to the overseas territories.
In a tweet, the ministry provides more details: "If you are traveling from abroad to an overseas community, a health check will be carried out on your arrival. This may result in placement in quarantine in a dedicated facility or at home."
The first two forms concern three profiles: the third-country national, the national of a European Union country and assimilated (United Kingdom, Iceland, Liechtenstein, Norway, Andorra, Monaco, Switzerland, San Marino, Holy See) and the French national. As for the French national, no reason is required.
Entry into France for third-country nationals and those from European Union countries is subject to one of the following conditions: having your main residence in France as well as your spouse and children; being in transit to join your family; being a health professional for the purpose of combating covid-19; being a goods carrier or a seafarer; being a member of the crew of passenger and cargo flights returning to their departure base; being diplomatic or international organization personnel on a mission; being posted at internal land borders.
