France to Implement Annual Quotas for Economic Immigrants Starting 2020

France is about to make official the quotas of economic immigrants. This is the announcement just made by Muriel Pénicaud, the French Minister of Labor.
In a statement on BFM and RMC, she announced that "quotas" or "numerical targets" will be set each year, starting in 2020. According to her, this measure will allow France to meet its labor needs.
It is "to meet our needs as much as possible by focusing on training," said Muriel Pénicaud. "There, we will train 960,000 job seekers next year to take all possible jobs," she said. According to her estimates, the annual need for foreign labor is around 33,000 positions.
As for the numerical targets for economic immigration, they will each time be set according to France’s human resource needs.
To carry out this project, the Executive intends to discuss with the social partners and the regions. Together, they will define the quotas.
For their part, the Ministry of Labor’s Statistics Directorate and Pôle emploi will be tasked with analyzing all the jobs in tension.
