Elderly French Landlord Charged with Exploiting Vulnerable Tenants and Enslaving Moroccan Man

In Tulle, a 74-year-old man faces a heavy prison sentence for renting unsanitary housing to vulnerable people in Corrèze and exploiting a 55-year-old Moroccan to maintain the twelve hectares of his property in Favars.

The septuagenarian appeared before the judicial court of Tulle on Tuesday, May 6. This antique dealer and private landlord, operating for several years in Corrèze, is accused of subjecting vulnerable people to unworthy living conditions in seventeen accommodations in Tulle and Favars. In total, there are twenty-three victims: single mothers, people with disabilities, retirees, or recipients of minimum social benefits...

The most appalling case is that of the 55-year-old Moroccan, the main victim in this case. This father worked for the septuagenarian for five years. He was his true handyman: he not only maintained the twelve hectares of the defendant’s property in Favars. He was also responsible for various construction, renovation, maintenance, wood cutting, and gardening work.

"For two years, the man, in an irregular situation on national territory, was paid cash for sixty euros per day," reports franceinfo. He did not receive his pay for the three years that followed. From 2019 to 2024, this work was not subject to "any employment contract or declaration to tax and social services," the Tulle prosecutor’s office had stated in a press release on February 13.

At the hearing, witnesses stated that the Moroccan man in his fifties worked seven days a week, from morning to evening, without holidays. These facts are qualified as "undeclared work" and "human trafficking". The defendant faces up to ten years in prison.
