Bouregreg Valley Transformation: Massive Land Expropriation Sparks Development and Controversy

The development of the Bouregreg Valley requires the expropriation of several plots. Mohamed Yacoubi, Wali of the Rabat-Salé-Kénitra region, has recently issued a decree in this regard.

It is planned to carry out a development road, a reforestation area and a green space in the development plan of the Bouregreg Valley under the references "4008 RP", "RB" and "582-EV". The realization of the project will undoubtedly involve the expropriation of several plots. Following a direct public inquiry conducted in the offices of the municipalities of Rabat and Salé, from May 21 to June 24, 2025, Mohamed Yacoubi, Wali of the Rabat-Salé-Kénitra region, issued a decree relating to the launch of the expropriation procedure for several land plots, as reported by Hespress.

More than forty plots with various land situations and belonging to multiple owners have been targeted. Almost all of these lands are located on the territory of the municipality of Salé. Only one plot is under the jurisdiction of the municipality of Rabat. Among these plots, there are bare or agricultural lands. There are also plots encumbered with mortgages or real estate charges. Some of them are subject to partial oppositions, while others already house constructions.

Eight of the plots targeted by the expropriation carried out by the Agency for the Development of the Bouregreg Valley - a public institution in charge of the development of the Bouregreg Valley - belong to the National Office of Electricity and Drinking Water (ONEE).
